The reason that persona users dont summon persona's outside of the dark hour is because people would panic and the P3 cast are trying to keep a low profile. In the other persona games the cast doesnt worry about such trivial things. I don't know about P1 but in P2 with all the things going on around them (with say actual demons running around etc.)When worrying about your entire line-up, then try to have at least 1 persona for each of the 5 main damage types.
